Appoints DENY INDRAYANA As Vice Menkumham, President SBY mortgaged Rules

REPUBLIKA.CO.ID, JAKARTA - President Susilo Bambang Yudhoyono (SBY) judged to have violated the rules. This is related to the appointment of a name to the deputy minister, though not among the upper echelons of 1A.
Unfortunately, the rules contained in Presidential Decree No. 47 of 2009 was revised on October 13, 2011 to Presidential Decree No. 76 of 2011. Member of Commission III, Bambang Soesatyo said the regulation changes were too hasty.
"The president has mortgaged the rules and regulations were amended impressive because he wanted to pass a number of names to occupy the post as deputy minister," he said when contacted, Monday (17/10).
One of the debated is Denny Indrayana position as Deputy Minister of Justice and Human Rights. In fact, if referring to Presidential Decree 2009, a deputy minister should have served echelon 1A, while the new Denny occupied the upper echelons IIIC.
"Modus something like the Bank Century case of changing the provisions in this regulation in order to qualify," he said analogize.
According to him, no matter how many deputy ministers and as fat as anything the United Indonesia Cabinet (KiB)-II post-reshuffle undisputed. Therefore, the criterion remains the effectiveness and performance of government ministries.
If the correct number of deputy ministers will increase, most worthy to question or concern is the clarity and firmness of its functions and role of the deputy minister.
"If job descriptions are vague and not strictly correct, the presence of the deputy minister has the potential to cause disharmony in the body of the ministry. Today, when the country was anticipating the impact of the global economic crisis, disharmony in the ministry should not be allowed. Therefore, the placement of deputy minister there should be urgency, "he explained.
During this time, he added, the bureaucrats in all ministries familiar with the organizational structure that places the minister as the number one. Number two is the general secretary (secretary general), and under the Director General (DG) plus Inspktorat General (Inspector General).
"Putting the deputy minister is a change. Here is the problem, because the change of habit or tradition is not easy. Especially if there's rivalry versus the deputy minister of ministers," he asserted.
With the presence of deputy ministers, the number two position in the ministry should have the deputy minister, no longer the Secretary General. Bambang rate would be very inconvenient if the Deputy Minister of the job description is not clarified and confirmed.
"Does the presence of deputy minister will also reduce the authority of the Secretary General and the Director General? If the previous Secretary-General and the Director General is directly responsible to the minister, whether now must go through the deputy minister?" asked the politician from the Golkar Party faction.
Because the deputy minister was not authorized to formulate and make decisions or policies, there is potential for the Secretary General and the Director General did not care about the vice minister. Therefore, Bambang expect, not just job descriptions should be clear and firm, but also the authority of the deputy minister must be clarified and understood echelons below.
