Hatta: Deputy Minister is not wasting the Budget

Jakarta (ANTARA) - Coordinating Minister Hatta Rajasa said the appointment of 19 candidates for the deputy minister by the president will not waste your budget and make the performance of ministries become more effective.
"His cabinet remains, so it can not measure a salary as a waste but in terms of effectiveness and the role or roles that can improve the performance of ministries," he said here on Monday.
However, according to Hatta, a change in structural position and name of the relevant ministries of United Indonesia Cabinet reshuffle II is very possible occurrence of changes in administrative budget by the Ministry of Finance together with the Parliament.
"We hope there is an opportunity for us talk clearly that the presence of these changes have consequences for the budgets of certain ministries," he said.
While Head of Center for Economic and Public Policy Studies, Gadjah Mada University Prasetiantono Tony said, the selection of deputy minister is a political accommodation that will make the burden of state budget increases.
"My impression is inevitable inefficiencies. Since it is impossible to give equal facilities to the Director General of the deputy minister. It must be higher. Waste must occur because of additional costs," he said.
According to him, the appointment of deputy ministers are needed at strategic institutions like the Ministry of Finance, but not too important for the Ministry of Tourism.
"Especially the strategic. For example the Ministry of Finance, because of strategic and sensitive to the market. If` `slightly curved course will beaten the market and the mass media. But if the Ministry of Tourism what's so sensitive, in my opinion, it was quite divided their duties through the Director General," he said .
Tony explains the addition of deputy ministers are not in accordance with the spirit of bureaucratic reform that emphasizes the work efficiency through downsizing staff and personnel expenditure savings.
"It's ironic and become an anomaly. Or maybe forget that bureaucratic reforms especially with the number of civil servants are spending more and more routine, its spirit should be the spirit of downsizing, is even fattening," he said.
